Chain of Responsibility (COR) Level 1: Empowering Frontline Staff with RAISE Training

Hi, I’m Glen, the RTO Manager at RAISE Training. At RAISE, we believe in equipping frontline workers with the tools to promote safety and compliance in the supply chain. If your role involves consigning, packing, loading, or receiving goods, understanding Chain of Responsibility (COR) laws is critical.

Our COR Level 1 Frontline Staff course is the perfect stepping stone for anyone looking to gain a nationally recognised certification and enhance their professional skills. Let’s dive into what makes this course essential for today’s workforce.

What is Chain of Responsibility (COR)?

The Chain of Responsibility is a legal framework ensuring everyone involved in the transport supply chain shares responsibility for safety. From managers to frontline staff, each role has obligations under the Heavy Vehicle National Law (HVNL) or relevant state/territory regulations.

For example, a loader who properly secures cargo plays an essential role in preventing accidents. Similarly, a scheduler who considers fatigue management when planning routes helps ensure drivers remain compliant and safe.

The COR Level 1 Frontline Staff course focuses on these vital skills, empowering you to:

  • Understand your legal responsibilities under COR laws.
  • Identify and mitigate transport risks in your daily tasks.
  • Improve workplace safety and compliance standards.

Why is COR Training Essential for Frontline Staff?

Frontline workers are often the first line of defence in maintaining transport safety. Without proper training, staff may unknowingly contribute to breaches of COR laws, leading to:

  • Heavy fines and penalties for businesses and individuals.
  • Workplace accidents and disrupted operations.
  • Damaged reputations within the industry.

Our course equips you with the knowledge to prevent these risks. It’s designed for roles such as:

  • Consignors and packers ensuring goods meet safety requirements.
  • Loaders and unloaders maintaining proper weight distribution.
  • Receivers confirming goods arrive safely and securely.

By understanding your role in the supply chain, you’ll contribute to a safer, more efficient industry.

What to Expect in the COR Level 1 Course

The course is fully online, offering a flexible and engaging learning experience. With self-paced modules, you can balance your professional commitments while progressing at your convenience.

Key Features of the Course

  4. National Recognition: Earn a certification accredited by the training.gov.au database.

If you work in the supply chain or manage teams involved in transport activities, this course is for you. It’s particularly relevant if your role involves:

  • Managing consignments and dispatching goods.
  • Loading and unloading heavy vehicles.
  • Ensuring compliance with road safety and fatigue laws.

HVCBA Update - November 2024

Surge in Manual Assessment Bookings

Transport has reported a 39 per cent increase in manual assessment bookings for the 2024 financial year.

This increase compared to the 2023 financial year is primarily driven by interstate licence holders upgrading their qualifications in NSW making up around 60 per cent of these bookings.

Around 34 per cent of the increase stems from a workaround required for drivers upgrading from a Heavy Rigid (HR) to a Multi-Combination (MC) licence, which involves a manual booking process for the Heavy Combination (HC) component.

In the meantime, RTOs are asked to refrain from following up manual bookings and other transaction requests via phone or email immediately after submission.

Follow-ups can cause delays in processing requests. Transport is aware of the urgency and aims to finalise all transactions within three hours of receipt.

Transport remains committed to improving the system and ensuring a smoother experience for both applicants and RTOs moving forward.

HVCBA-Update_202411-1

Updates from the HVCBA Forum

HVBCA registered training organisations (RTOs) and industry representatives met to discuss important updates.

The event, titled ‘Improving Heavy Vehicle Licensing Services in NSW’, brought together industry representatives to discuss important updates and new initiatives.

Transport presented information on topics, including:
Expanding heavy vehicle licence pathways to better accommodate older drivers and people with disabilities.
The introduction of the Assessor Induction Program aimed at enhancing the skills and knowledge of assessors.
Findings from recent Transport compliance checks and opportunities for improvement.

Earning a Bus Driver Authority

Complete Guide to Earning Bus Driver Authority

Becoming a qualified bus driver in NSW is a rewarding career choice for those who enjoy driving, interacting with people, and seeking job stability. At RAISE Training, we specialise in providing the education and support necessary to help individuals earn their Bus Driver Authority (BDA). This guide will cover everything you need to know about the process, from requirements and training to the benefits of obtaining this credential.

Bus Driver Authority (BDA) is a mandatory certification for anyone who wishes to operate a bus or coach carrying paying passengers in NSW. Without this authority, you cannot legally drive a bus as part of a public or private transport service. The BDA confirms that a driver is both fit to drive and trained to handle the responsibilities associated with transporting people safely. The process involves specific steps, including formal training and certification that assures employers and passengers that you are fully qualified for the role.

Why You Need a Bus Driver Authority

The primary reason for the requirement of a Bus Driver Authority is public safety. Driving a bus with multiple passengers aboard requires more than just basic driving skills. Bus drivers must demonstrate not only advanced driving competence but also a solid understanding of passenger safety, customer service, and regulatory compliance. It is not just about getting passengers from point A to point B – it’s about ensuring their safety, security, and comfort throughout the journey.

Key benefits of obtaining your BDA include legal eligibility to work as a bus driver, increased employment opportunities, and the confidence of being properly trained to handle a variety of road scenarios. In some states, a Bus Driver Authority is required even for volunteer drivers, as safety remains paramount. Additionally, drivers with this authority have the advantage of being more employable and potentially earning higher wages, as they have completed the necessary certifications to ensure they meet the highest safety and operational standards.

At RAISE Training, we offer tailored courses that provide the knowledge and skills necessary to obtain your Bus Driver Authority. Our programs are designed to be comprehensive and easy to understand, ensuring you’re ready to pass the required tests and assessments. We focus on delivering not only theoretical knowledge but also practical skills that can help you excel in your bus driving career.

The Requirements for Obtaining a Bus Driver Authority

To qualify for a Bus Driver Authority, you must meet several general criteria. These include being at least 20 years old, holding an unrestricted Australian driver’s licence for a specific period (usually two years or more), proving medical fitness through a medical examination, and passing criminal history and traffic offence checks. These checks ensure that the applicant is suitable to hold a position of responsibility when transporting passengers.

Each Australian state has its own specific rules, regulations, and processes regarding Bus Driver Authorities. For instance, in New South Wales, applicants must complete a Bus Driver Authority Application Form, submit proof of identification, pass medical assessments, and pay a fee to Transport for NSW. Similarly, in Queensland, applicants must undergo a Driver Authorisation process through the Department of Transport and Main Roads (TMR). In Victoria, you must apply through Commercial Passenger Vehicles Victoria (CPVV), while other states may have their own processes for verifying eligibility and issuing Bus Driver Authority permits.

In addition to meeting these state-specific requirements, applicants are also expected to demonstrate good character, which is typically assessed through references or other formal assessments. Some states may even require you to participate in an interview or undergo psychological testing to ensure you can handle the pressure and responsibility that comes with driving a bus full of passengers.

At RAISE Training, we are well-versed in these state-specific requirements and tailor our training to meet the needs of your local authority. This means that when you train with us, you are receiving instruction that is directly relevant to the regulatory environment in which you will be working, ensuring a smooth path to certification and employment.

The Bus Driver Authority Training Process at RAISE Training

The training process at RAISE Training is comprehensive, covering the theoretical elements required to pass your Bus Driver Authority assessment. Our course includes essential components such as road safety and compliance, passenger safety, customer service, and advanced driving skills for operating large vehicles like buses.

Understanding road safety is a fundamental part of being a bus driver. Our training covers the rules and regulations governing bus driving, including specific road safety practices and how to handle emergencies. This also includes understanding passenger transport laws, ensuring that drivers comply with all state and federal guidelines. Compliance with these laws is crucial, as failing to do so could result in significant penalties or even the revocation of your Bus Driver Authority.

As a bus driver, you’re responsible for your passengers’ safety and comfort. Our training includes customer service best practices, focusing on creating a positive experience for passengers, including those with special needs or disabilities. This also involves teaching safe boarding and deboarding procedures, especially in high-traffic or tricky environments, where the risk of accidents is higher.

Key aspects covered in our Bus Driver Authority training include:

●     Road Safety and Compliance:

○     Learning road rules, bus-specific regulations, and compliance requirements.

○     How to manage different road conditions, from urban streets to rural highways.

○     Understanding and applying emergency procedures in case of accidents or incidents.

●     Passenger Safety and Comfort:

○     Best practices for ensuring the safety of passengers while boarding, riding, and exiting the bus.

○     Customer service skills for handling passenger inquiries and creating a positive experience.

○     Techniques for managing passengers with special needs, such as elderly or disabled individuals.

●     Driving Skills:

○     Advanced vehicle handling, including navigating large buses through tight city streets and challenging rural roads.

○     Performing essential driving manoeuvres such as emergency stops, reversing, and parking.

○     Practice sessions that replicate real-world driving conditions to build confidence and skill.

Our training ensures that drivers are equipped not only with technical knowledge but also the necessary customer service and problem-solving skills required for this public-facing role.

What to Expect After Completing Your Bus Driver Authority Training

Once you have completed your training at RAISE Training, you will be ready to submit your Bus Driver Authority application to the relevant state or territory transport authority. This process typically involves providing your Bus Driver Authority training certificate, medical certificate, and results from background checks. We guide you through the application process, ensuring you have the necessary documentation ready for submission. RAISE Training offers support even after course completion, ensuring that all paperwork is properly filled out and submitted.

Once your application is approved, you will officially hold a Bus Driver Authority, which opens the door to a range of job opportunities. As a certified bus driver, you can work with public or private transport services, school bus services, charter bus companies, or long-distance travel services. In addition, there are opportunities to work in community transport programs that assist elderly or disabled individuals.

After securing your Bus Driver Authority, you can begin seeking employment as a licensed bus driver. There is increasing demand for qualified bus drivers in Australia, particularly in urban centres where public transport is essential. Employment opportunities include public transport services, private bus companies, and specialised transport services that cater to individuals with disabilities or elderly passengers.

Starting as a bus driver can also open doors to further career opportunities within the transport industry. With additional certifications and experience, you can transition into more specialised roles, such as coach driving or transport management. At RAISE Training, we offer ongoing education and upskilling opportunities to help you grow and advance your career.

Even after you’ve completed your training and obtained your Bus Driver Authority, we continue to offer support through our network of industry connections, job placement assistance, and refresher courses.

MC Truck Licensing course

Chain of Responsibility Training for Frontline Staff

If you’re looking to advance your truck driving career, obtaining a Multi Combination (MC) licence is a crucial step. The MC licence allows you to operate larger, more complex vehicles like road trains and B-doubles, significantly expanding your job opportunities and earning potential. At RAISE Training, we offer a top-tier Multi-Combination Truck Licensing course designed to help you achieve your goals. This guide will provide a comprehensive overview of why RAISE Training is the best choice for aspiring MC drivers, covering everything from course structure to key benefits.

A MC (Multi Combination) licence is the highest-level truck driving licence available in Australia. It enables drivers to operate heavy vehicle combinations like B-doubles and road trains, which require advanced driving skills due to their size and weight. Securing a MC licence opens up a world of opportunities for professional drivers, as it allows them to take on more complex driving tasks and access higher-paying roles in the transport and logistics industry.

Why is a MC Licence Important?

There are several reasons why a MC licence is crucial for professional drivers who want to work with large commercial vehicles. Below are some of the key factors:

  1. Increased Job Opportunities: With the demand for skilled MC drivers continuing to grow, holding this licence significantly increases your employment prospects. Companies involved in long-haul transportation, mining, and logistics are always looking for qualified drivers to operate their heavy vehicle fleets. Skilled MC drivers are required to transport goods across long distances and often in challenging environments, such as rural areas or mining sites.
In fact, various industries are heavily dependent on MC drivers, and companies in these sectors are willing to invest in drivers who can manage these responsibilities. Whether you’re seeking employment in road transport, mining, or logistics, having a MC licence will make you an attractive candidate for many well-paying positions.
  2. Higher Earning Potential: MC drivers typically earn more than those with lesser qualifications. Given the complexities and responsibilities associated with operating larger vehicles, companies are willing to pay a premium for qualified professionals. In Australia, drivers with a MC licence often command significantly higher wages than those driving smaller trucks, as the demand for drivers who can operate B-doubles and road trains is strong.
According to industry reports, MC drivers can earn well above the average truck driver salary, with those working in specific sectors such as mining or long-haul transport earning particularly high wages. With a MC licence, you have access to a wide range of lucrative job opportunities that aren’t available to drivers with less advanced qualifications.
  3. Enhanced Skills and Competence: Achieving a MC licence means you’ve mastered the skills required to safely and effectively operate multi-combination vehicles. This not only gives you confidence but also ensures that you’re fully equipped to handle more challenging driving conditions. These include navigating difficult terrain, managing the larger turning radius of multi-combination vehicles, and maintaining safety standards for both yourself and other road users.
Drivers who complete a MC licence course learn how to handle heavy loads, safely manoeuvre large vehicles, and ensure compliance with Australia’s strict road safety regulations. This enhances your overall driving competence and enables you to pursue a long-term career in the transport industry.
  4. Future-Proofing Your Career: As industries like mining and logistics continue to expand, the demand for skilled MC drivers is expected to grow. Obtaining this licence now can help secure your future in a stable, well-paying career. Particularly in rural areas of Australia, the need for drivers who can operate road trains and other large vehicles is projected to increase as the country’s infrastructure and mining industries continue to develop.
Investing in your MC licence now can ensure that you’re in demand for years to come, with opportunities for career growth as the industry evolves. As transport companies continue to move goods over long distances, particularly in remote and rural regions, MC drivers will remain an essential part of the workforce.

At RAISE Training, we focus on providing the most comprehensive MC Truck Licensing course in the market, ensuring that you’re not only qualified but also fully prepared to excel in your career. With an emphasis on practical skills and theoretical knowledge, our course ensures that you’ll have all the tools you need to succeed in the transport and logistics industry.

What Exactly is a MC Licence?

A MC (Multi Combination) licence is required to operate larger, multi-combination vehicles, including:

  • B-doubles (prime movers with two semi-trailers attached).
  • Road trains (prime movers with three or more trailers attached).

These vehicles are significantly larger and more difficult to operate than other types of trucks, which is why specialised training is required. Drivers must be proficient in managing the unique challenges presented by these heavy vehicles, including coupling and uncoupling trailers, navigating tight turns, and safely transporting large loads.

Operating a MC vehicle involves:

  • Understanding how to couple and uncouple trailers safely and efficiently.
  • Learning how to manage the vehicle’s weight distribution for safe driving.
  • Navigating roads in urban, rural, and remote settings.
  • Ensuring compliance with state and federal road safety standards.

Given the complexities of driving multi-combination vehicles, obtaining a MC licence can dramatically improve your skills as a truck driver. By completing this course, you’ll not only be legally qualified to drive these larger vehicles, but you’ll also gain invaluable practical experience that will benefit your career.

The Licensing Process: What You Need to Know

In Australia, the process for obtaining a MC licence can vary slightly between states. However, the core requirements remain the same across the country. Here’s a breakdown of what’s generally required:

  1. Eligibility Criteria: Before applying for a MC licence, you must hold a heavy rigid (HR) or heavy combination (HC) licence for at least one year. This ensures that you have the necessary driving experience before advancing to a multi-combination vehicle.
  2. Medical Assessment: As with other heavy vehicle licences, you’ll need to pass a medical assessment to ensure that you’re fit to drive a MC vehicle. This is particularly important as MC drivers often operate long-haul routes that require extended periods of driving.
  3. Training and Assessment: Completing a MC licence training course is mandatory. This includes both theoretical and practical components, ensuring that you have the necessary knowledge and skills to operate a multi-combination vehicle safely. Upon completing the course, you’ll undergo a practical assessment to demonstrate your proficiency.
  4. State-Specific Guidelines: While the general requirements for a MC licence are consistent across Australia, some states have specific regulations regarding the licensing process. For example, drivers in Queensland need to comply with the Transport and Main Roads (TMR) department’s guidelines, while drivers in New South Wales must meet specific criteria set out by the state’s transport authorities. It’s important to check the specific requirements in your state before applying for your MC licence.

At RAISE Training, we provide support for navigating the state-specific requirements for obtaining your licence. Whether you’re based in Queensland, New South Wales, or any other Australian state, we can guide you through the entire process.

Understanding Australia’s Driver Licence Changes

This SBS News article confirms that from 2025, Australia will implement new rules for converting overseas-issued driver and motorcycle licences. These changes will primarily impact residents from specific countries who wish to transition their foreign licences to Australian ones. Notably, the current Experienced Driver Recognition status, which allows some licence holders from certain countries to bypass additional training or tests, will be phased out by April 2025. As a result, those affected will need to complete further assessments unless they apply for conversion before the scheme ends.

The Recognised Country Scheme, which simplifies licence conversion for countries with approved standards, will remain, but countries under the Experienced Driver category are encouraged to seek recognised status to ease future transitions. Visitors to Australia holding valid foreign licences will not be affected by these changes and can continue driving under their existing licences while following local conditions.

Road to success

Navigating the Road to Success with RAISE Training

The journey to becoming a professional heavy vehicle driver involves more than just obtaining a licence – it’s about acquiring the right skills, knowledge, and support to excel in a demanding industry. RAISE Training, a registered training organisation (RTO), collaborates with leading training providers to deliver high-quality courses from Light Rigid (LR) to Multi-Combination (MC) licensing. With a comprehensive approach that includes both theoretical and practical components, RAISE Training equips aspiring drivers with the tools they need to succeed in the transport and logistics sector. This guide will walk you through the key elements of heavy vehicle licensing and how RAISE Training can support your career aspirations.

Understanding Heavy Vehicle Licences

In Australia, heavy vehicle licences are classified into several categories, each suited to different vehicle types and driving capabilities. Understanding these categories is crucial for choosing the right licensing path for your career. RAISE Training, through its network of accredited providers, offers training for the following licence classes:

1. Light Rigid (LR) Licence

The Light Rigid (LR) licence permits you to drive small trucks and buses with a Gross Vehicle Mass (GVM) not exceeding 8,000 kg and equipped with a maximum of 12 seats. It is an ideal starting point for those looking to enter the transport industry. RAISE Training’s partner providers offer comprehensive programs that cover the fundamentals of operating light rigid vehicles safely, including vehicle dynamics, basic driving manoeuvres, and road safety regulations.

2. Medium Rigid (MR) Licence

The Medium Rigid (MR) licence is for those who want to drive larger trucks or buses with two axles and a GVM between 8,000 kg and 12,000 kg. This licence is a step up from the LR licence and requires additional skills and training. The MR training provided through RAISE Training includes essential techniques for handling medium rigid vehicles, ensuring participants are well-prepared to navigate various driving conditions. The course focuses on advanced driving techniques, load management, and compliance with road safety standards.

3. Heavy Rigid (HR) Licence

The Heavy Rigid (HR) licence permits the operation of heavy-duty trucks and buses with three or more axles. It’s a gateway to more advanced heavy vehicle licences, and the HR Truck Licensing course offered by RAISE Training is designed to cover all necessary aspects, including advanced driving manoeuvres, load securing practices, and road safety regulations. This training is suitable for both beginners and experienced drivers seeking to upgrade their skills.

4. Heavy Combination (HC) Licence

The Heavy Combination (HC) licence is suitable for those looking to drive articulated trucks or a prime mover and trailer combination, typically with three or more axles. The HC training focuses on vehicle dynamics, advanced handling techniques, and the regulatory requirements for heavy combination vehicles. This licence opens up opportunities for driving larger and more complex vehicles, often required for interstate and long-haul freight transport.

5. Multi-Combination (MC) Licence

The Multi-Combination (MC) licence is the highest-level licence and allows drivers to operate B-doubles and road trains. This licence is essential for those aspiring to take on the most challenging and highest-paying roles in the industry. The MC training provided through RAISE Training covers in-depth knowledge of advanced vehicle handling, safety regulations, and emergency procedures, preparing drivers for the complexities of operating multi-combination vehicles on Australian roads.

The RAISE Training Approach

RAISE Training stands out for its commitment to providing a well-rounded educational experience. Their approach ensures that students not only meet the legal requirements but also develop the practical skills and confidence needed to excel in their careers. By partnering with expert training providers, RAISE Training integrates both theoretical and practical components into their courses. This includes modern training techniques, such as eco-friendly digital solutions and technology-enhanced learning methods, to make the learning process more accessible and efficient.

RAISE Training’s courses are structured to provide students with a comprehensive understanding of heavy vehicle operation. This includes training on road safety regulations, load securing practices, and advanced driving manoeuvres. The courses are designed to prepare participants for the Heavy Vehicle Competency Based Assessment (HVCBA) system, which is a requirement for obtaining a heavy vehicle licence in New South Wales (NSW).

The RAISE Training Process: Your Pathway to Success

Obtaining a heavy vehicle licence may seem daunting, but with RAISE Training’s structured approach and expert support, it becomes a clear and achievable goal. Here’s a step-by-step guide to the RAISE Training process:

1. Initial Guidance and Course Selection

RAISE Training provides detailed guidance on the eligibility requirements for different licence classes, such as the minimum age, licence holding period, and medical assessments. Prospective students can choose the appropriate licence class based on their career goals and existing qualifications. The initial consultation helps identify the most suitable training program to meet their needs.

2. Enrolment in a Structured Training Program

Once the appropriate course is selected, students enrol in a structured training program delivered by one of RAISE Training’s accredited partners. The courses include both classroom-based theory sessions and practical driving training. The theoretical component covers road rules, safety protocols, and vehicle operation, while the practical component involves hands-on driving under the supervision of experienced instructors.

3. Preparation for the Heavy Vehicle Competency Based Assessment (HVCBA)

The HVCBA is a mandatory requirement for obtaining a heavy vehicle licence in New South Wales. RAISE Training’s courses are designed to prepare students thoroughly for this assessment. The training includes mock tests, feedback sessions, and practical driving exercises that mimic real-world driving scenarios. This preparation helps students gain the confidence and skills needed to pass the HVCBA successfully.

4. Passing the Required Tests

After completing the training, students must pass both a knowledge test and a practical driving test. The knowledge test assesses their understanding of road rules and heavy vehicle regulations, while the practical test evaluates their ability to operate the vehicle safely and competently. RAISE Training’s support throughout this process ensures that students are well-prepared for these assessments.

5. Licence Application Process

Upon successfully passing the tests, students receive a certificate of competency, which is required to apply for their heavy vehicle licence through the relevant state authority in NSW. While the actual application process must be completed by the student, RAISE Training provides guidance on how to submit the necessary documentation, including test results, medical certificates, and proof of identity.

6. Ongoing Support and Professional Development

RAISE Training is committed to the long-term success of its students. Caravan Driver Safety Training Supported by RACQ

This ABC News article describes how at a Bundaberg recreational vehicle park, travellers have been sharing alarming stories of dangerous drivers, particularly those towing caravans without proper experience. Many, like Wendie Laffan, who has lived on the road since the start of the year, and George Lanham, a former truck driver, express concerns about the rising number of inexperienced drivers struggling to handle large vehicles. These travellers believe that some individuals may not understand how to tow safely, resulting in dangerous driving conditions, including swaying vehicles and excessive speed. They argue that mandatory training for those towing heavy vehicles should be introduced.

In Queensland, road safety is a pressing issue following a surge in fatal accidents on highways. Despite the low percentage of fatalities involving caravans, there is growing support for caravan owners to undertake specialised training. The RACQ and the National Transport Research Organisation advocate for mandatory training and even suggest a special licence or endorsement to ensure safer towing practices. While some groups, like the Caravan Clubs of Queensland, support training, they stop short of calling for a special licence. However, the Queensland government has indicated no current plans to introduce mandatory training or licensing requirements for caravan users.
